Statement of reasons: Pioneer Square, Bicester

Making a traffic regulation order

The Cherwell District Council (Off-Street Parking Places) (Pioneer Square, Bicester) (Amendment) Order 2026

The area of land at Pioneer Square, Bicester is subject to unsafe and irregular parking making the area unsafe for pedestrians. Furthermore, such parking frequently obstructs and/or prevents vehicles from accessing the loading and service areas or delivering goods to adjoining or neighbouring premises.

It is proposed that an off-street Traffic Regulation Order is promoted to allow one parking bay for use by a disabled persons vehicle and two parking bays for use by Hackney Carriages/Private Hire Vehicles either setting down or picking up passengers.  The loading and service area will permit no waiting unless loading or unloading goods or persons.

This will reduce the safety risks, ensure that access to the Pioneer Square loading and service areas is available and preserve access for delivery vehicles to adjoining and neighbouring premises.

The intention to make a Traffic Order to bring about the changes as detailed above was advertised by Public Notice on 12 March 2026.
