Notice of Making: Pioneer Square, Bicester

The Cherwell District Council (Off-Street Parking Places) (Pioneer Square, Bicester) (Amendment) Order 2026

NOTICE IS HEREBY GIVEN that Cherwell District Council, made the above mentioned Order in exercise of their powers under sections 32, 34, 35, and 35A and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (“the Act of 1984”), and the Traffic Management Act 2004 and all Guideline Orders and Regulations made under the Traffic Management Act 2004, and all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act of 1984, with the Traffic Commissioners, in accordance with Part V of Schedule 9 of the Act of 1984, and with the consent of Oxfordshire County Council in accordance with Section 39(3) of the Act of 1984. The effect of the Order, which is to come into force on 11 May 2026, is to:

1. Bring the off-street parking place at Pioneer Square, Bicester within the regulatory provisions of the Cherwell District Council (Off Street Parking Places) (Banbury, Bicester and Kidlington) (No. 2) Order 2011 by the addition of this parking place to the Cherwell District Council (Off-Street Parking Places) (Banbury, Bicester and Kidlington) (No.2) Order 2011 and the annexation to that Order of Schedule 24 and Plan No.24 which prescribe  

  • the classes of vehicle able to use the parking place to be Private Cars, Motor Cycles, Scooters and Three-Wheeled Vehicles, Hackney Carriages and Private Hire Vehicles, Invalid Carriages/Disabled Persons’ Vehicles and Commercial Vehicles up to 2.5 tonnes unladen weight; 
  • the day and hours of operation to be all days, 24 hours per day 
  • the maximum period for which a vehicle may wait and the scale of charges to be:

If any person wishes to question the validity of the Order or any of its provisions on the grounds that it or they are not within the powers conferred by the Act of 1984, or that any requirement of the Act of 1984 or of any instrument made under the Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.
