Premises wishing to provide tables and chairs on pavements in Cherwell must hold a permission under the Highways Act 1980 or under The Business and Planning Act 2020, which allows applications to be determined within 14 days.
Pavement Licenses will be issued for 2 years.

An application and annual fee are payable. Subject to compliance with our Street Trading Policy
The following details must be supplied:
- the number of tables and chairs required
- the times that the tables and chairs are to be used
- the style of tables and chairs to be used.
What you need for this application form
The application form must be accompanied by:
- A map/street plan or aerial photograph clearly identifying the proposed site position
- Photographs of the type of furniture to be used
- Confirmation of the status of the site (ie highway, footpath etc.)
- Details of neighbours, business or others within the immediate vicinity of the specified trading area
- Original copy of the certificate of insurance covering for third party and public liability risks
- Confirmation of other associated permissions i.e. planning and any appropriate licences under the Licensing Act 2003
