Overnight parking charges in Banbury and Bicester set to be ruled out

The Executive at Cherwell District Council has announced its intention not to proceed with proposals to introduce overnight parking charges in Banbury and Bicester.

Published: Tuesday, 20th October 2026

The decision was made following feedback from residents, businesses and other stakeholders.

The announcement was made at Full Council on Monday evening (19 October) and it follows an initial pause on implementing the overnight parking charges.

The proposal will be brought to a future Executive meeting for formal approval.

Councillor Lesley McLean, Leader of Cherwell District Council, said: "We have listened to businesses and residents, and we are clear that introducing overnight parking charges is not the right decision for Banbury and Bicester.

"We recognise the pressures facing local businesses, particularly those operating in the evening economy, and we want to encourage people into our town centres, not put additional barriers in their way.

"Good leadership means listening, responding and making decisions that are right for our communities."

Councillor Rob Pattenden, Portfolio Holder for Property and Assets, added: "Parking is just one part of the picture. We want thriving businesses, fewer empty shops, more visitors and town centres that people are proud of.

"Ruling out overnight charges is another positive step in our wider ambition to help Banbury and Bicester thrive."

The Executive has also confirmed that it will carry out a strategic review of all parking charges, including engaging with residents, businesses and other stakeholders.
