Severe Weather Emergency Protocol (SWEP)

If the temperature is forecast to drop to zero degrees (or below) for three consecutive night we implement our Severe Weather Emergency Protocol, which will be implemented on the first night of the forecast. This is designed to take all possible steps to avoid deaths on the streets due to people sleeping rough during severe winter weather conditions.

If you have nowhere to sleep tonight or are concerned about someone who is homeless or sleeping rough, contact our Housing Options Team on 01295 753751 (Monday to Friday 8:45am - 5:15pm) or 01295 221531 out of hours, or email us at homelessreferrals@cherwell-dc.gov.uk.

Public agencies now have a Duty to Refer to us people they believe to be homeless or at risk of homelessness, where they have consent to do so.

Support and assistance can be accessed from the following organisations

  • The Beacon Centre, St Mary's Centre, Horsefair, Banbury, OX16 0AA is open Monday to Thursday 10:00am - 12:15pm. Anyone can access their service; hot drinks, snacks and sleeping bags are available.
  • In Bicester the Salvation Army run a drop in at Hart Place, Bicester, OX26 4FR Wednesday 12:00 noon- 2:00pm and Friday 10:00am - 2:00pm. Anyone can access their service; hot drinks, snacks and sleeping bags are available.
  • Young people aged 18 – 25 can access drop-in support from BYHP at 2 Chandos Close, Banbury, OX16 4TL .
