Application for the Designation of a Neighbourhood Area for the Parishes of Bletchingdon and Hampton Gay and Poyle (Cherwell District)

Under Section 61G of the Town and Country Planning Act 1990 and the Neighbourhood Planning (General) Regulations 2012 (as amended) Bletchingdon Parish Council is submitting an application for the designation of a Neighbourhood Area. This is to enable the Parish Councils to prepare a Neighbourhood Development Plan for the Parishes. The Neighbourhood Area will cover the whole of the Parish together with the Parish of Hampton Gay and Poyle as shown on the attached map.

The area is considered appropriate for designation as a Neighbourhood Area as it covers the whole of both of the parishes and is a well recognised and clearly defined area. The two Parishes are contiguous and consider that they form an area with a common interests.

Bletchingdon Parish Council is a 'relevant body' for the purpose of Section 61G of the Town & Country Planning Act 1990, and is therefore qualified to undertake neighbourhood planning and produce a Neighbourhood Plan. The Bletchingdon Parish Council is a democratically elected body representing the whole community and we wish to ensure future planning decisions within the Parish boundary reflect the views of the local community. Hampton Gay and Poyle is governed by a Parish Meeting and at its meeting on 26 May 2022 agreed to this joint application and a letter of agreement from the Chair is submitted with this application. It's aim is the same as that of Bletchingdon Parish Council and agrees to Bletchingdon being delegated the "relevant body".

Bletchingdon Parish Council has already informed Cherwell District Council of its intention to produce a Neighbourhood Plan for the Parish and discussed this with the District Council.

The Parish is mindful of the need to ensure that the Neighbourhood Plan considers the local planning context, is in general conformity with strategic policies of the Development Plan for the area and is prepared considering advice from the District Council.
