Infrastructure Funding Statement 2022-2023

This page contains Cherwell District Council's Infrastructure Funding Statement (IFS) 2022-23, published in December 2023.  The latest IFS covers a reporting period between 1 April 2022 to 31 March 2023 and the next statement is due to be published in December 2024.

Infrastructure Funding Statements outline the ‘Section 106’ (s106) developer contributions the council has secured, or for which there has been a transaction, during the reported period.  In addition, it provides a summary of the s106 contributions the council holds and which funds remain unallocated and/or unspent.  Section 106 agreements secure contributions towards the delivery of infrastructure required to mitigate the impacts of development, thereby helping to make it acceptable.  This can include financial contributions, the provision of both on and off-site infrastructure and affordable housing allocations.

The IFS was introduced as a requirement in the Community Infrastructure Levy (Amendment) (England) (No. 2) Regulations 2019 and the council is required to publish an IFS by the end of each calendar year.  The government’s objective is to improve transparency and accountability on developer contributions.  The Council does not have a separate Community Infrastructure Levy (CIL) and therefore there is no report on CIL in the IFS. 

Contributions received by Oxfordshire County Council for county infrastructure such as highways and education are not included as they are received by that council.
